Einfache Gesetze (Einspruchsgesetze)
Einfache Gesetze sind alle übrigen Gesetze, für die im Grundgesetz nicht ausdrücklich die Zustimmung des Bundesrates vorgesehen ist. Gegen sie kann der Bundesrat Einspruch einlegen. Sie werden deshalb auch Einspruchsgesetze genannt. Der Bundestag kann diesen Einspruch in einer erneuten Abstimmung mit Mehrheit seiner Mitglieder zurückweisen.

Based on this, perhaps the author of the text is drawing too heavily on the specific legistative model of the FRG. You might be able to use 'ordinary statutes' as a translation, but I hasten to add that I'm far from being a legal expert.

Although an old formal law, this term exists, IMO
