This is one of a suspect's details, along with name, date of birth and address. Obviously, the doc is highly confidential, so I can't give much context. But I can say that, going by the context, it could plausibly mean either "unemployed" or "single". The usual dictionaries and Google research have been unusually unhelpful, so any help would be greatly appreciated!

"Stand" seems to designate "Personenstand" or "Familienstand", hence my suggestion.

Regarding "single", this would be a marital status in its own right already, in which case "ohne Stand" would not make sense.

Yes, perhaps, but I'd consider "Familienstand" slightly more likely. (Just guessing, though, in the absence of further information.)
