I wasn't keen on using "adolescent" anyway, and acc. to
http://www.answers.com/topic/adolescent
it is defined as:
"A young person who has undergone puberty but who has not reached full maturity; a teenager."

OK, perhaps thisis clearer:
- children and young people who have yet to undergo puberty/who are not yet sexually mature (although the former would seem to fit the context better)

in the case of young people, before the end of puberty and children.
Mine is a more literal translation. In the UK children are usually those under 12. You have more or less got it right, but you could use pubescent in place of adolescents, that is "in pubescent and prepubescent children".
The rest of the sentence reads "because an adverse effect on the maturing endocrine functional circuits and (or) longitudinal growth cannot be excluded."

My answer crossed in the post with that of Francis Lee, but at least we agree.

in adolescents and children
Jugendliche vor Abschluss der Pubertät = adolescent
Kinder = children
I see no reason why 'adolescent' cannot be used in the context

in children and adolescents before completion of puberty
I think the relevant piece of information is "before the end of puberty".
If you want to avoid those conflicts about the definition of "adolescence" (which apply more or less to "Jugendliche" as well), you might use e.g. "individuals" instead. Yet, I am not sure whether everyone would define an adolescent as post-pubertal; see e.g. reference below about adolescent medicine.
