Unfortunately I have no other context or information, in the source text there is no other reference to 'tiro', nor any information about how the pedal works.
All I have is a diagram (see link above), which is inconclusive.
I've also searched on the relevant company website for further info about the product but to no avail.
Possible meanings of tiro in this context: pull, pull cable, tension, tension spring, tensioner....I'm just guessing really :-(

Comment: "Thanks both for your help, I'll go with Jim's answer, even though there might be another solution out there somewhere. I don't think that 'tiro' refers to 'torque' as I'm almost certain this is an accelerator pedal."

just an idea really...but I do quite a lot of automotive translation and tiro is often translated with torque...more context would be really helpful.
