This would seem to be a reference to the English term "safe houses" used in conjunction with the term "refuge". The terms originated in the UK in the 1970's with refuges and safe houses for "battered wives". Women escaping from violent husbands. The same terminology and types of accommodation/facility are used today for "trafficked sex workers".
