in fact, it seem there is a legal problem out there, whose outcome is still uncertain, so in the meanwhile (it might take years...) they have no choice but resorting to a transitional solution...
please note that this might apply not to the whole company, but perhaps to just a single item in the balance sheet; in this case perhaps you'd better find another word for management or administration
