I am offering this answer because the subject does not necessarily have to acknowledge the date; for example, an officer of the court could hand deliver a subpoena, but he alleged violator could refuse to sign a receipt, but the court officer could inform him what it is about and that would be the official date when the 20 day clock would start ticking.
