That's the only thing I had. It is the title at the top of a certificate indicating the person so named is clear of any criminal background. It is for purposes of passport renewals or issuance.

Francesca - see my entry and comments. The problem is police is not organized in the same way across countries. So, if you give more context, we may be able to make a better suggestion as to the equivalent agency.

Civil Identification Department

Every State in Brazil has a civil identification department. They take your fingerprints, file your personal data and photos, and issue you an ID card, which is necessary for almost anything. Similar systems exist in other Latin countries.

The one you mention above is in charge of identifying citizens and issuing them ID cards in the State of Rio de Janeiro, the INSTITUTO DE IDENTIFICAÇAO FÉLIX PACHECO (FÉLIX PACHECO is the name of a person, José Félix Alves Pacheco, who introduced dactiloscopy in Brazil).

neutral veratek : these are all translated references. if this is for a certidao, like her other question, then your answer is the best. // note 2 - Fel Pach does a lot more than issuing ID cards - that's why there are equivalents in the US

There is no equivalent agency in the US, where you don't even need an ID card (the driver's license plays that role, when necessary). The IFP also issues criminal records and other similar certificates, but its main production, by far, are ID cards.
