находиться в доверительном управлении (чего-то)

Russian to English Other Management
Ассоциация (...) получает финансирование издания (...) газеты "ХХХ", которая находится в доверительном управлении Ассоциации из государственного бюджета (страны).
The association in question receives state financing for publishing a newspaper. The only translation of доверительное управление in my dictionaries is 'trust management', but it's not clear to me what the relationship between the newspaper and the association is. Can anyone help?
The words in brackets are adjectives/names that I have removed for confidentiality. The original was written by someone from an ethnic minority in the CIS.

I believe this is what they mean. In this case, it basically means that the association in question will be under the supervision of the government, which gives them the funds.
