The meaning is that capital is what underpins business, not a reason for its existence; it cannot be "origin" etc. "Raison d'être" is completely wrong.

Economic capital (ECAP) is defined formally as follows: Economic capital is the amount of capital a bank needs to hold (i.e., shareholders have to invest) given its entire risk and return structure in order to limit the probability of bankruptcy over a specified time horizon.
