It wasn´t "him" who was enabled to give: it is talking about a parliamentary process so I think it would be better to stick to the unpersonalized syntactics of the original, which reads "La considerable mayoría parlamentaria de las fuerzas políticas parlamentarias del gobierno PERMITIO DARLE a estos actos validez constitucional."
If it had been "LE PERMITIÓ DAR" then it would be correct to translate it as "enabled HIM".

: I agree it's not specifically 'him', but there is still a sense that someone is actively seeking to justify their measures, which isn't conveyed in your answer ('to have' is a passive verb). Perhaps "allowed these measures to be given..." would be better

Yes, I also accept "allowed these measures to be given...", but in any case the "giver" is the parliament. That there are always mysterious forces behind parliaments, that´s something else :-)
