"Ambas partes acuerdan expresamente que en el momento de otorgamiento de la escritura pública de compraventa, la parte compradora deberá haber satisfecho la totalidad del precio pactado, lo cual incluye los pagos que en ese momento se encontraren pendientes así como las cantidades que, en su caso, hayan sido instrumentadas mediante efectos cambiarios que se encontraren pendientes de vencimiento, incluso si supusiera anticipar los pagos."

exchange rate impacts
This can refer to just to effects from changes in the rate of exchange. You can find lots of references to it in macroeconomics papers on governments managing monetary policy and not necessarily in contracts.

While there probably are formal "instruments" in the case discussed in your context, that isn't what this particular phrase is saying. I just witnessed how the exchange rate can affect the negotiation to buy property when a Canadian friend bought in the US with a Canadian loan. The exchange rate had tilted in her favor, but had it not, she would have come up short on funds to cover the purchase.
