It is more appropriate not translating "Ministerio Público" as it is an office inherent to a certain government organization. You may explain it with a translator´s note, and yes, it is 'similar' to the Attorney General's Office, an office of the Justice Department.

I would be quicker to say it has something to do with the Public Prosecutor if it included the term FISCAL somewhere. The paracer is the opinion, and another possibility might simply be GOVERNMENT MINISTRY......

In Mexico, this is a rather low to middle level, mobile or fixed, bureaucratic office/precinct (the word also denotes the person in charge of it). When a crime is committed or an accident happens, this is the office in charge of the first investigations, interrogations, questions to witnesses and so on. "El parecer" is of course "La opinión".

Ministerio Publico is a local entity. Shouldn't be confused with the General Attorney's office since it is subject to the jurisdiction of the General Attorney at the Federal or State Level. The General Attorney's office is named 'Procuraduria General de Justicia', in Mexico. Under this system, there are no courts, there are only 'juzgados' where the judge's ruling is limited bu the jurisdiction of the Ministerio Publico. This translation doesn't have an accurate equivalent in English since the system is radically different.
