You are confusing child benefits - which is a term with a certain meaning, namely, monthly cash benefits paid to the parents/guardians of a child - with the generality of benefits available to a child. The term "child benefits" is used to mean monetary payments only. It does not include other forms of social assistance.

I see your point. Still, child benefits are payments (i.e. cash) and not other forms - see how Wikipedia defines it. // And what do they have to do with child benefits? // They are benefits for children, not child benefits (which are cash only).

Monetary vs. any other benefits. As far as I know, you get a certain amount when your child is born and then an allowance

Может, слишком просто, но насколько я поняла, в разных странах разные названия, в зависимости от того, что включает в себя такое пособие (Есть parental allowance, child care allowance, child dependent allowance, etc.)
