Hi Nik,

"Independent review" is something entirely different, while "separate review" isn't used much at all. In my experience and judging from your context, "требует отдельного рассмотрения" tends to mean more "further or additional review" rather than "separate consideration."

Technically, it is a separate study. However, it generally isn't called such, because that would imply being separate from or unrelated to the issue at hand. Hence, it is usually called "further."
