agree  Angela Greenfield: claimant/complainant (in addition to your petitioner) or respondent. It does seem to me that "plaintiff" is more often paired with the "defendant" even in civil matters, whereas "respondent" is used with "petitioner, claimant, complainant" in diff.courts.
