This is in a marriage certificate from Mexico (between a Mexican groom and an American bride). The phrase itself stands alone and is towards the bottom of it (particularly underneath the details of parents of the groom and bride). Here is my try:
"Approval from the National Institute of Migration in cases of foreigners being involved"
*** The actual institute in question is called " Instituto de Migración Nacional" (in Mexico) but "nacional" is not used in the certificate for whatever reason, hence why I'm using "national" in the translation.
Other translation ideas or suggestions would appreciated.

Marriage is a contract between two parties.
Bride and groom are used in the context of a wedding ceremony, not in a legal context.

: I tend to agree with others' views on "spouse" (that it refers to after the couple are married), and would use "party" for that reason.
