How do you interpret "first" in the following sentence?

"When files are first written to a new hard drive, they are stored sequentially."

after you delete some of the original files and save new ones, they may be saved in "holes" left after the original files have been deleted - i.e. the new files do not have to be stored sequentially anymore.
