A whole new set of attitudes and changes must be instituted in order to maximize the safety and security of all who work in this complex and all those who visit there as performers and audiences.... I would like to differentiate the terms in Spanish since usually they are both translated as "seguridad".

"seguridad operacional y seguridad en general"
I always have those kind of terms in my aviation manuals, and it's how I treated them succesfully, by experience and consulting related users.

Yo unificaría los dos términos en uno solo, "seguridad". No hay ninguna necesidad de diferenciar los dos términos cuando ambos significan lo mismo. En inglés se tiende a usar parejas de sinónimos de esa manera.

El problema viene dado porque en inglés ambos términos significan lo mismo (seguridad) son que con diferentes matices. "Safety" es un término propiamente anglosajón que se utiliza para definir seguridad en el sentido de la seguridad de coche, la seguridad de las instalaciónes. "Security" es una palabra de origen latina que se emplea para definir lo que en España se denomina "guardia de seguridad", o "caja de seguridad" de un banco. Lo mejor sería fusionarlos ya que en español no existe tal diferenciación.

Security translates as Vigilancia, meaning everthing that is related to surveillance, keeping order, etc.
This last word also translates as Seguridad, but as you see the meaning is different. Therefore, use "VIGILANCIA"

It baffles me, 'cause I had always thought they mean the same thing, "seguridad", but I guess you could find a nuance of difference between "seguridad" y "protección"...
