German term

Ing. (Grad.)

German to English Other Education / Pedagogy Academic degree
This is apparently an old form of engineering degree that is no longer issued. No relevant context; it simply precedes the name of a guy who is a manager of an investment fund, thus:

Ing. (Grad.) Joseph XXXX

Anyone got anything better than "graduate in engineering"?

I would tend to leave this, but after the name. You are right, it was a degree before the Diplom, kind of a just below a bachelor's level.

You may have to explain it, but I would tend to just leave it as is. Explaining it can be somewhat time consuming.

If it precedes a name, I would leave it as is. If you think it necessary or important in the context, you can put 'Graduate Engineer' in a footnote.

When I see 'Dipl. Ing.' before a name I don't translate it. But on a certificate I translate Diplomingenieur as 'Graduate Engineer' and leave the short form 'Dipl. Ing.' as is because it is the short form of a German degree.

neutral Teresa Reinhardt : (Grad.) is a Fachschulingenieur; this is NOT considered the equivalent of a Dipl. Ing.; so your footnote would not be correct

If it's 'a degree from a different type of college' as you state above, then 'graduate engineer' is still a valid footnote, though if you know it's from a Fachschule I suppose you would include that.
