In case you want a hypothesis on how to interpret the meaning of this passage, here's my guess.
(1) They want to increase the bandwidth available for rerouting traffic in the event of a problem.
(2) There are two mechanisms for fault correction, and each has a certain amount of bandwidth allotted to it.
(3) What they appear to be saying is that when correcting a problem by means of mechanism 1, they will reroute traffic so that they can use some of the bandwidth allotted to mechanism 2.
