I think that "gestión" here refers to actions or "practices", rather than to "management".

management's complete lack of professional training

I think it's talking about the lack of professionalization/professional training among nonprofit managers (whether or not there exist programs to train them). Nula is a pretty strong word (to me, stronger than "lack", which implies a deficiency) and even if the writer is overstating the case, I think it's important to preserve that.
