To paraphrase it, the way I understand the phrase (and correct me if I'm wrong) is that the museum needs 'livening up' (because it's boring and it needs something new to attract more people to visit it). But so that the changes (the changes made to re-animate/liven up the museum) are not a waste of time (i.e. so that the changes in themselves are not just a façade - something cheap and uninteresting that covers up the original things which are not interesting), we need to ... etc.

The idea that I get from this is that оживляж, in this context, means something that is not just a trick or ruse in itself, something which looks like it may help, but in fact doesn't.

agree Rachel Douglas : You mean, it needs to be livened up, but they'd better watch out it doesn't come off as "sexed up"? I don't dare propose that as an answer, since it's British usage that I don't fully get, but maybe it would work in this sense of overdoing things?
