Good day everybody.

Here is a couple of quotes from a paper on the Constitution of Russian Federation: "Учредительная природа конституции проявляется в том, что ее предписания первичны, выступают в качестве первоосновы."; "Учредительный первичный характер конституции. Это подразумевает, что вся правовая система РФ строится на основе существующих конституционных норм."

I'd like to know the conventional term for the "учредительный характер" in English. Thanks in advance.
