disagree Henry Hinds : Wrong context; this is from a Federal Government Cabinet Department. Sorry, look again, it clearly mentions "SEP (Secretaría de educación pública de México)".

There is no mention of the SEP being a Federal Government Cabinet Dept. Many countries have their own Governmental Dept of Education and so I just chose a general term that would be understood in Canada, or any other country where they speak English
