As far as I can see, this only makes sense if it is supposed to mean: "the following texts form part of this Technical Specification inasmuch as they do not derogate from the contractual documents" meaning that if there is any text mentioned that differs from what is stipulated in the contract, it will not be deemed to form part of the technical specification, but anything else will i.e. the contract takes precedence but does not necessarily include all the technical specifications.
I do think that it is a case for leaving a note for the client though as I'm sure it could be read in another way.

: the subject is 'les textes' so it can't be 'it', and 'detract' in English is synonymous with 'divert' so perhaps it's not as self-explanatory for you as you thought.
