Vocational Center for Young People with Disabilities

The search for "Vocational Center" returns a lot of results seeming to fit the bill, it appears to be slightly more popular than the "vocational training center". Young People with Disabilities, as Steffen suggested, seems to be the translation used by the US administration, see link #2. Hope this helps!

Vocational college/College of vocational training

The term that would come closest, I think, would be vocational college. Several different vocational colleges exist in England (e.g. http://www.vcoll.ac.uk), sometimes also called college of vocational training (e.g. http://www.skegnesscollege.co.uk). They can offer non-academic, work-related subjects as well as apprenticeships.

Vocational Rehabilitation Center

This might work, too. Like the original, this clearly spells out the purpose while avoiding the term "disability" which can have a stigmatizing effect.

vocational promotion centre / centre for the promotion of vocational advancement

according to Leo 'promotion' is Berufsförderung, however these centres focus either on upping qualifications or helping those who do not yet have qualifications to obtain such qualifications, because the people who go there have no chances in the labour market due to their qualification status.
