German term
steuerlicher Pauschalsatz
German to English
Bus/Financial
Law: Taxation & Customs
business travel policy
Soweit in der Dienstreiseordnung nichts anderes geregelt ist, gelten für die Erstattung von Aufwendungen die jeweils per Gesetz gültigen steuerlichen Pauschalsätze.
What throws me off is the word "steuerlich". Does it mean that the standard reimbursement rates are defined in tax laws or does "steuerlich" have a different meaning here?
I am guessing that German tax laws limit the amount of money that can be reimbursed for business travel.
Any clarification is appreciated.

Your supposition is correct: unlike the UK, German law defines the maximum amount that can be paid for travelling and subsistence without the recipient incurring a tax liability.

permitted/permissible for tax purposes
would be a more idiomatic English rendering. ALT: applicable under tax regulations

tax-deductible flat rate
I believe that's what that typically means. No other reason to mention taxes except if taxable flat rates applied but that's less likely
