NGO
This is a report from an NGO working with vulnerable families in Ecuador "Propuesta de incidencia con el Estado: propuesta, objectivos y resultados."
It uses "incidencia" several times
Does " incidencia" mean "action" in this context e.g. proposal for (joint) action with the state? Or does it imply influencing / lobbying?
Thanks in advance for your suggestions and ideas.

intervention
I think this works best in the context you've given, particularly in the headings, and especially since 'advocacy; is used so much elsewhere throughout the document
"Propuesta de incidencia con el Estado..."
Proposal for (joint) intervention with the State
("joint" included perhaps as it seems the NGOs will be acting in conjunction with the State)
Intervention and internal empowerment: development of internal capacities/capabilities for advocacy
as Muriel has suggested, "impact" may work in some other places but doesn't really work in these headings where I think "intervention" is the most apppropriate word to use

Glad to help. "incidencia" is one of those words where the meaning changes with the context but "intervention" is synonymous with "(taking) action" and close in meaning to "advocacy" in this sense.

Advocacy
Advocacy is right the term of art when “incidencia” is used in the context of NGOs and cooperation for development, certainly in Latin America, but also in other regions of the world. Your text clearly has to do with NGOs and their work with vulnerable people in Ecuador.
“Incidencia” is a noun derived from the verb “incidir”, which literally means “have an impact on” or “influence on”. Of course “indecencia” is a planned action, but “action” falls too short in my opinion to transmit the appropriate meaning conveyed by “incidencia” as used in the NGOs´ jargon.
Needless to say, “advocacy” is one of the key terms in the UNO´s specialised terminololgy, but also for humanitarian agencies, community-based organizations, local and international media, regional bodies, etc, all in all an extremely important term.
Definition of “incidencia”:

The EU-LAT, with its Executive Secretariat in Brussels, Belgium, uses “advocacy” as its official translation for “incidencia”.

Saludos.

impact
I use this translation often in similar context. It's the second option offered by Linguee after 'incidence'.
To answer your question, it means 'action' here, which you could use in your second example. Still, I would leave 'impact' in the title.

(collective) political action
https://www.google.com/url?sa=t&source=web&rct=j&url=http://...
La Wiki incluye como equivalente a incidencia política una entrada a advocacy. No obstante, en el contexto particular del OP parece ajustarse mejor la idea de political action / collective political action;
Political action
https://www.merriam-webster.com/dictionary/political action
Collective political actions are challenges by people with common purposes and solidarity in interaction with elites and authorities
