Plus... Política contrarrepresálias would be incorrect anyway, since the word would become a noun. If that was the case, it would be Política de Contrarrepresálias, which is obviously not the case. The hyphen is incorrect and the word without the hyphen and with a double "r" would be incorrect in the context.

@Mark It seems like the correct spelling will depend on whether one views the concept as a single syntagmatic unit or two separate units. If one, it should be spelled with double r: “contrarrepresálias”. Other examples: contrarregra, contrarrevolução, contrassenha, etc. If two units, then the spelling is the one you have suggested. But definitely I agree that there should be no hyphen.

Typo in source text? The source text should probably read:

Política de Participação e Contra Represálias, i.e. without the hyphen.

The translation would be:

Participation and Anti-Reprisals Policy

Política para a proteção contra represália por denúncia de ato ilícito ou cooperação em uma investigação ou auditoria

Acredito que são duas coisas distintas, pois não encontrei referências para o termo completo, nem mesmo em português. Espero que faça sentido em seu contexto. ;)
