It sounds to me as though the person to whom the sentence is addressed has raised "the matter" ... it has therefore already 'become relevant'.
If they wished to say "if it becomes relevant" (as in WTS' suggestion), they would simply have written "hvis det kommer på tale" (without 'skal').
The fact that 'skal' has been included in the sentence suggests to me that there has been a request of some kind, probably to include some function/feature in the basis for agreement with the steering group - a function/feature that has not previously been considered or included.
