I don't think "restricted" means that. From the context of your "osha" link, I think it means work that is limited in the time spent on it, or in the type of work done.

alternative Tätigkeiten/beschränkter Arbeitseinsatz/Arbeit

Der Arbeitnehmer leidet unter einer berufsbedingten Krankheit/Unfall und bekommt dementsprechend alternative Tätigkeitsbereiche zugewiesen bzw. es wird angeordnet, dass er seine Tätigkeit nur eingeschränkt ausüben darf, um z. B. komplette Berufsunfähigkeit zu vermeiden. Dies war z. B. bei einer Bekannten von mir der Fall, der bei einer berufsbedingten Sehnenscheidenentzündung andere Tätigkeiten im Unternehmen zugewiesen wurden, um zu vermeiden, dass sie den Job verliert (oder um Aufsehen wegen der berufsbedingten Sehnenscheidenentzündung zu vermeiden).

Answer: We will assume the employer sent the employee home since there wasn't any restricted work available for the employee at the establishment.

Restricted work assignments may involve several steps: an HCP's recommendation, or employer's determination to restrict the employee's work, the employer's analysis of jobs to determine whether a suitable job is available, and assignment of the employee to that job.
