Yes, it is for sure. This is the exact term used in Iran to refer to such kinds of crime. You can search the web for the phrase in quotation marks.

Often due to the degree of subtlety of an organised crime, the crime organisers may not be easily detectable and at times the perpetuators will never be discovered in particular with governmental crimes where there are many red tapes.

disagree Rahi Moosavi : The same argument could be made about طبق برنامه, since it makes sense to you on an "ideological" level doesn't make it a sound translation. Provide one example of your version used anywhere for this exact application, I'm here to learn

anything that is planned, is obviously orgaized. Even "corruption if it is organized, it is classed as "crime". Your comment is frankly invalid for linguistic purpose it is more of an ideological misconception
