The FPM and Team Leader are responsible for:

• verifying that partner support for the CCM is not available;
• approving requests following review by the legal department and other support units as necessary (e.g. finance) for conformity with Board requirements, unless requests raise significant questions of eligibility and *matters of precedent* (in which case they will be referred to the Chief of Operations for resolution).
