However, there's slight possibility, that "Clear/Enter" is actually one signal. If they don't occur separately in the other parts of the text, it will be safer not to separate them. I. e. leave it as "Сигнал Clear/Enter".

This is not a command, but a tone signal, just like Busy, Ringing, Dialtone etc. Obviously we can't substitute the notions here and replace signal with commad, besides those signals are never translated.

Спасибо. Имхо не стоит отходить от сорса, кроме того, есть основания думать, что это именно сигнал. По поводу разделения clear и enter написал примечание.
