Se trata de motores alterados (trucados), en los que, modificando el cigüeñal, se obtiene mayor carrera del pistón (stroke, en inglés) y por tanto (con los demás parámetros iguales, claro), mayor cilindrada y, en definitiva, mayor potencia para un mismo motor.
No estoy seguro (ya ves que estoy al otro lado del charco), pero creo que en Argentina les llaman "cigüeñales con volteo modificado".

Stroked: the action of lengthening the stroke on an engine. Sometimes an engine manufacturer will produce an identical engine as he did in the previous year, but this time the stroke is longer. Thus it has been stroked. If the bore is also increased, it is bored and stroked.
O sea, "stroker engine" vendría a ser un motor con la carrera de pistón modificada. Espero te sirva. Saludos.
