without any context....
I'd say this should mean "This is not how things are [supposed to be] done"

: Cattle ARE not watered this way (I believe cattle is a collective plural noun)

: An Arabic speaker myself, I'm not familiar with the proverb (nobody's fault but my own of course), but I guess that's what it means.

: Sorry guys, but I believe it means something like 'that won't put food on the table' / You're right. It could just as easily mean: things don't work that way.

Quite possible. My suggestion is what comes to mind lacking context.

“That's not the way it should be done”
The literally is " That's not the way The camels should be Watered” .
This proverb came out of a Story .. a man "Malik bin Zaid " was getting married so He left His Camels to His Brother "Saad bin Zaid" to Take Care of Them , and When get back to Check on them he found his brother asleep and the camels Thirsty So He said "That's not the way The camels should be Watered", Since then that's proverb use to mean That's Not the way or someone not doing his best .
