Software
It is mostly just a marketing man´s way of saying "software" - "We don´t sell software, we sell solutions!" Everythng has to be a solution these days. The intention is that when you buy the product you don´t just get a set of programs, you get a "solution" that really solves your problems.
It can also be in contrast to "hardware solution" - sometimes there are two ways to do something, either with hardware or with software.

: Usually they don't sell you one program but a selection that is geared towards your needs! I.e. modular design: you can buy IBM's total package or individual modules. Again marketing speak!

as I understand it...
...and I don't pretend to be an IT expert, there are certain IT problems which can be solved using either hardware or software, hence "software solution": see link below.
The term is however also used for any software package which address a particular problem so MS Word could be called a software solution to your word processing problems.

Just to amplify some of the previous answers --- often in engineering situations, it is possible to modify the software running (for example) a piece of equipment, rather than perform expensive re-engineering modifications to the equipment itself; this would be described as a 'software solution' to the problem, in this 'applied computing' context
