Тут главное слово "Affairs", что включает в себя "assist patients, family members, and friends with any non-medical question or concern relating to their outpatient visit or hospital stay". Это трудно назвать "работой с пациентами". Всё лечебное учреждение "работает" с пациентами. Это как если бы в ветеринарной клинике был отдел по работе с животными.
