I don’t think we should be looking for a fancy term but for a straightforward translation. According to Sue’s link (English text here: http://europa.eu.int/scadplus/leg/en/lvb/l21137.htm), this is the translation used by the EU. According to that same document, the marketing authorization holder is "titulaire de l'autorisation de mise sur le marché".

You can easily use "person(s) responsible for marketing" or "those responsible for marketing" depending on your syntax. "Person(s)" would also stand for a body, but you could alternatively say "the person or the company responsible...".
