I'm not sure we Brits have a single word for neutralising all sources of potential energy. "Locking down/out" does it in practice, but a large amplifier (say) may still have a lethal charge on its capacitors even though it is physically inaccessible.

Exactly. My text is not the one I quoted but I suspect there is more to it than just "switch it off". "Cadenassage" seems to be almost interchangeably used.

Yes: turn everything off! Actually, it's a bit more complicated as (eg) capacitors have to be discharged and air bottles etc have to be depressurised.
