This is in the title of a chapter of a book: the full chapter title is "La Turquie en quête de l'Europe". It is about Turkey's desire to join the EU.
I don't think translating it as "Turkey's quest for Europe" or "in quest of Europe" really works, or am I wrong on this? It would seem to work ok in English if it was "T's quest for European membership" or "for European identity".
Otherwise, would it be better to paraphrase it as something like "Turkey's road towards Europe" or "Turkey on the road to Europe"? I'm not that fond of these either - for a title it has to be a bit zappier than if it were just a sentence in a text, I feel.
Your instincts on this would be much appreciated.

Same words, different order. Don't think I'm adding much value here, but I know too well that sometimes one can't see the wood for the trees. Since you say the article refers specifically to EU membership, maybe you could put that in the title, 'cos "ee-you" is a bit snappier than "Europe"!

If you turn your "European membership" round in this way, you can retain the concept of "Europe" expressed in the French. I agree with you that, in this case, "Europe" emcompasses more than just the geographical entity.
