Jonathan, I wouldn't struggle too much with the "mouvement" bit. Often the French refer to "mouvements populaires," a vague term which can include any sort of demonstration, from a sit-down to a riot.

it's the 'mouvement de grève' = strike action. (on) strike, alone, would be 'sont en grève'.

Bourth, that's political commentary, which is not our busienss here and has tripped you up - there's nothing wishful about it - they're actually striking, hence strike ACTION. The next action is to boycot activities.
