I have just seen in Google that \"sewer hookup fee\" is the preferred term.

neutral Richard Benham : Actually it's a **sewerage** connection (sewerage is the pipes etc; sewage is the disgusting stuff that flow through them)

agree Gareth McMillan : Hook up is builder's slang. "Sewage connection" is just fine, "Sewerage" if you want it perfect. "Other people's" sewage is disgusting. I dug my own sewage system here and I can vouch for it!

you haven't exactly given much context, but I reckon it is a (one-off) payment for having a house/building connected to a sewage system
