Read back by means of a sound recording and approved
In the "olden" days, the Urkundsbeamter used to take the minutes and then read them back for approval by the parties, this is called "vorgelesen and genehmigt" for which "read and approved" is the perfect translation. These days, this is often done by tape recordings and similar, see for example:
"... of the evidence given before a court in a civil action or in an action under the Provincial Offences Procedure Act be recorded by means of a sound-recording ..."
"... of the evidence given before a court in a civil action or in an action under the Provincial Offences Procedure Act be recorded by means of a sound-recording ..."

: 'played back" is good, but I'd stick with "sound recording" or (better) "audio recording" -- 'sound storage medium' is techie talksou"
