Law/Patents
employment reform
I know what it means but I just can't think how to phrase it (apart from a literal translation, of course). It's from a legislative decree on employment, talking here about job-sharing:

In reality this appears tautological to me and you might leave it out altogether

not literal but this is what it looks like to me

flexible work schedule / flextime
Or flexible work arrangements.
I think this is the meaning here. In other words, the employee and employer agree on the "temporal" bit, i.e. schedule.
As long as the person does his/her 8 hours, the parties can agree to a 9-5 schedule, or a 12-8 pm, or even a split.
There are many sites with both terms.
The first one uses the term "flextime":
Flextime
Flextime is the most popular flexible work arrangement that requires employees to work a standard number of hours each week but allows them to choose their own starting and quitting times. However, a portion of each day is designated as "core time" when all employees must be present.

5 hrs
time setting
I would use it as to me it seems the most simple and straight forward translation. Good luck,
