agree Anastasia Novoselova : Agree with Simon. One has to make an individual application to a special body, for your degree to be officially recognised (in the UK, at least). I don't think any other country automatically recognise Cand.Sc as PhD.

Master's thesis

it is debatable whether a master's degree is equivalent to kandidat nauk, but given that the next step is the Ph.D. - in the US this could fly. Especially because Master's degrees that are less than kandidatskaya do not have a thesis. Thesis = dissertaziya, and presupposes that the next step would be a Ph.D. thesis.
Ask me how i know - I have one.

doctoral dissertation

I have always heard papers at the master's level referred to as theses, but at the doctoral level referred to as dissertations (though there are certainly plenty of Google hits for "doctoral thesis"). At any rate, this is what I would call it.

And I agree with the general consensus that kandidat nauk is normally translated as Ph.D. in the US.
