морально-политическая ситуация means here public sentiment, community spirit, public mood (если на русском, политический настрой людей, настороение общества, есть ли там люди против политич. курса страны, недовольные, в общем ситуация объективная, не зависящий от чьей-л. воли, не ситуация показынные через СМИ) in the country and its fairly transparent reflection (as mentioned here as "объективная").
In other words, taking into account the public mood (public sentiment) and political state in the country, I, on several occasions, asked them to consider (look into) the possibility for moving abroad.

misplaced cliche морально-политический is used in modern Russian in one single context: морально-политическая подготовка личного состава, which betrays the speaker's army background. here the idiom sticks out like a sore thumb and you can safely ignore it, because the general meaning remains "the situation in the country"

agree The Misha : The problem is with semi-literate Russian here which becomes worse when rendered verbatim.I'd simply say "sociopolitical situation" here which doesn't sound as atrocious.Plus sociopolitical is one of the "unhyphenated hyphenateds" that's actually used.
