I'd bet my bottom euro cent that the answers below are absolutely right. I've been working on a catalogue of Goya's work this year which included a whole heap of tapestry cartoons, but cartoons/designs for tapestries, mosaics, and other works can be found by artists working right up to today, if that's the way in which the artist is working. I'd be very surprised if this turned out to be anything else.

If you enter the relevant key words in Google, you'll get hits that lead you to the confirmation of cartoon. You get so many hits for Looney Tunes because there is more published in Internet about Looney Tunes than there is about fine art. Examples of results given by entering "frescoes mosaics cartoon": #

that sounds convincing, but most of the hits i am getting for "mosiac cartoon" are about comics (as in Looney Tunes and so on)...Are there convincing hits? Thanks!!

The final work displayed is probably just the "mosaic cartoon". It can take the form of a very detailed painting/drawing. Although this regards tapestries, Raphael's cartoons are on display in the V&A and are very highly detailed. I would imagine mosaic cartoons to be the same.

But in this case it does not refer to a tool in the production of the final moasia but the final work displayed. The date for this artist is early 20th century

That sounds plausible to me. It's what you use in weaving too. It might even be called a cartoon in this context too.
