I interpret it as something that slowly ends (like a candle), but hasn't ended yet.

I don´t think it will be easy to come up with a verb that will fit for both 'journey' and 'candles' so you may have to look at an alternative way of putting it across.
Maybe something like:
The journey has ended
and the candles burn no more
in remembrance of the dead
in the tunnels' darkness
